tgc 0.1.x prototype and canonical design

Retired “v1 / Phase 2” wording for tgc.

  • Added canonical design notes — partitioned shared regions as the target cross-thread model; 0.1.0 as incomplete smoke prototype.

  • Blog and news updated: copy/remote-free demoted to interim; regions promoted.

  • Documented druntime limitation: one pluggable GC per process (SymGC and tgc not mixable per branch today).
